When you take your passport application to an acceptance facility make sure to print off the list of acceptable IDs. I did not have a drivers license or a military ID, but did have one of the other acceptable forms of Primary ID. The clerk initially refused to take my passport application because I did not have a drivers license or military ID. I had to argue and provide the printed page of acceptable IDs from the state department website before she would accept my passport application.
